Nook HD and HD+ now available to pre-order in the UK

Barnes & Noble's Nook brand continues its advance into the UK, with today's news that its Android-based Nook HD and Nook HD+ tablets are available to pre-order from the company's Nook.co.uk site.

Announced late September, the 7-inch Nook HD and 9-inch Nook HD+ boast higher resolution displays than competing small form factor tablets. B&N will be hoping that this combined with the tablet's lower price point will tempt consumers away from the Apple, Amazon and Google competition as the holiday shopping season approaches.

The Nook HD boasts a 1440x900 display, and is powered by a 1.3GHz dual-core processor with 1GB of RAM. The Nook HD+ bumps this up to 1920x1080 ("Full HD"), along with a small CPU speed increase to 1.5GHz. The HD is up for pre-order at a Nexus 7-matching £159, while the HD+ can be yours for £229.

Both Nook HD and HD+ will begin shipping to UK buyers from Nov. 22.

What States are Doing What? See spec.setda.org - Digital Content ...

What is the definition of a textbook in Texas? What is the textbook adoption cycle in North Carolina? How can school districts use state funds to purchase instructional materials in New York? ?How is teacher-created digital content supported in California? ?If you don't know the answer to these questions, then you have not seen the State Education Policy Center (sepc.setda.org).

The SEPC is a database of state policies related to education and technology curated by SETDA and its membership. It is intended to provide up-to-date information regarding select technology-related education polices and practices to inform school reform and improvement efforts. Currently, the SEPC covers online student assessment (formative and summative) policy and practice, K-12 broadband policy and practice, and instructional materials policy and practice with an emphasis on digital and open content.

The hope is that SETDA can add more topics over time and refine the features and functions as well as the content. This is where you come in. If you have suggestions for improvement to the features, functions or additional topics we should cover, please email sepc@setda.org. If you see content that you do not think is accurate or could be improved in some way, please click on the "Submit error" button on the page where you see incorrect or incomplete information. We will spring into action to investigate the content on that page. In the meantime, a red button saying "under review" will appear on that page until the information is confirmed or changed.

Amazon Reports Sales Of $13.81B For Q3, Loses 60 Cents Per Share (More Than Analysts Estimated)

Net sales grew to $13.81 billion, up 27 percent from the same period last year. The company saw a net loss $274 million, or 60 cents per diluted share, compared to operating income of $63 million last year. A centerpiece of Mitt Romney's campaign for president, his plan for tax reform, revolves around a puzzling set of assertions. He says the rich will pay "the same" under his plan. He says the middle class will get "some relief." And yet he also says his tax reform won't add to federal deficits.

To lots of Americans this sounds, well, unusual. If one big chunk of taxpayers pays the same, and the other big chunk pays less, how can federal revenue stay the same?

This conundrum represents a large gray area in Romney's economic plan. Those listening to the Republican presidential candidate have rushed in to fill the void with various assumptions that may or may not prove to be correct.

Some voters reckon that Romney is implying, if anything, that he'd be willing to see a modest tax hike for upper income Americans, in order to cover the cost of modest middle-class tax relief. Others assume that, if elected, the former Massachusetts governor would be less than strict about the goal of not adding to federal deficits. Others argue that, contrary to the appearance of his rhetoric, Romney plans big tax cuts for the rich.

Some policy experts say Romney's own language offers hints that the last interpretation may be correct ? and that if Romney's plan were enacted, the top 5 percent of households appear likely to reap significant gains from the changes. This could occur, potentially, even if the reforms also delivered on Romney's stated goals of middle class tax relief and not adding to federal deficits.

Roberton Williams, a finance expert at the nonpartisan Tax Policy Center, says it may be vital to consider precisely what Romney has been saying: The candidate promises to make the rich keep paying a constant percentage of all US income taxes. That's very different, Mr. Williams says, from asking the rich to pay a constant share of their own earnings in income taxes.

If incomes for the rich continue to rise faster than for the middle class ? as has been the recent historical pattern ? then the rich could pay a constant share of federal income taxes even as the effective tax rate on their income steadily fell over time.

"In order to properly evaluate the 'fairness' of a tax system, you have to compare tax burdens to income levels, or ability to pay," says Diane Lim Rogers, chief economist at the Concord Coalition, a group that champions fiscal responsibility. By contrast, she says via email, a focus on the "share of taxes paid" can be tricky or misleading.

Serena Williams opens WTA Championships with win

ISTANBUL (AP) ? With the year-end top ranking out of reach, Serena Williams will settle for the title at the WTA Championships.

In her first match since winning the U.S. Open in September, Williams defeated Angelique Kerber 6-4, 6-1 Tuesday to start round-robin play in the season-ending event featuring the top eight players in the world.

"Obviously, I would rather win majors. I've been No. 1 and I would love to be No. 1 again. I think maybe one day I will. We'll see," Williams said. "I just feel if I keep winning tournaments, majors, tournaments like this, and playing well and consistently, the ranking will come."

In White Group matches, Agnieszka Radwanska defeated titleholder Petra Kvitova 6-3, 6-2, and Maria Sharapova defeated Sara Errani 6-3, 6-2 in a repeat of the French Open final.

Sharapova's win means she can still wrestle the No. 1 ranking from Victoria Azarenka, who plays Wednesday.

Williams won Wimbledon this year before adding the Olympic gold medal and the U.S. Open title. Between injuries and a curtailed schedule that generally includes a break after the U.S. Open, the third-ranked American had little chance of moving up in the year-end rankings.

The winner of 15 Grand Slam titles has only twice finished the year as No. 1 ? in 2002 and 2009. She has played in the season finale six times and won twice, in 2001 and 2009, her final appearance at the event.

Kerber handed Williams one of her four losses on the tour this year? out of 54 wins ? in the quarters at Cincinnati.

In a match of two heavy hitters, Williams allowed Kerber to tie it 4-4 after taking a 3-0 lead.

"I am just feeling my way around, pretty much," Williams said.

Williams yelled in delight after firing a backhand winner down the line for a 5-4 lead. She wasted two set points before Kerber put a forehand into the net.

Williams broke for a 3-1 lead in the second and, pumping her fist and yelling "Come on," she went up 4-1.

She lost the first three points of the final game, but played a superb volley to begin the rally and clinched the match when Kerber fired a forehand wide.

"I really wanted to win today, obviously. When you are playing anyone in the top five, you just are trying to play better," Williams said. "She won the last time we played, so I really just wanted to do well today."

The fifth-ranked Kerber ended last year at No. 32, but a place in the semifinals at Wimbledon and two titles have made her the first German to qualify for the year-end championship since 2001.

Kvitova entered the match with a 25-match winning streak indoors but she was in trouble early, losing the first three games. Although she recovered to draw 3-3, Radwanska broke serve again and served out the set.

Kvitova dropped her first two service games of the second, and broke back once. But the former Wimbledon champion was unable to threaten the steadier Radwanska.

"I am just happy that I could play my best tennis today and close that match in two sets," Radwanska said. "It's a good start."

It marked only Kvitova's second loss ? and her first in four matches against Radwanska ? in 28 indoor matches over two years. She was undefeated in winning the WTA Championships last year.

"I was nervous all match," Kvitova said. "I had a lot of errors."

Kvitova is still in contention because of the round-robin format, with the eight players competing in two groups of four.

In physics, inertia is defined as the property of matter by which it retains its state of rest or its velocity along a straight line so long as it is not acted upon by an external force. I believe this description is applicable to one?s mental state as well, especially when it comes to getting fit.


This time last year in 2011 I was fairly overweight, exercising occasionally and not thinking about my food intake. Just when I thought I had done enough, I had coffee with World Health Store Founder Drew Campbell who encouraged me to go the distance again and try to not only lose weight but bulk up a bit. I was bitten by the health bug and couldn?t resist the challenge.

At the time of writing this piece, I have reached the nine-week mark of the World Health Store 12-Week Challenge, and lost about 12 kg while reducing my body fat by about 6-8 percent. Over the next three weeks I will make a final push to really shed as much weight as possible.

But the challenge doesn?t stop there. I?ve known people who went on temporary health binges only to gain the weight back by reverting to their old habits of indulgence. While a fitness challenge is a great starting point, it is only a starting point. The real challenge lies in maintaining that healthy mental momentum and resisting the temptation to return to a couch potato lifestyle.

Certainly I have been faced with temptation plenty of times. I would wake up thinking ?Maybe I can skip the workout today? or ?I?ll have some oily gaifan and make up for it later.? Committing to my program has produced results. I feel much more alert at work thanks to morning exercises. I used to dread having to spend so much time cooking my lunches in batches, but I?ve now gotten used to it, and I?ve even developed some interesting, healthy recipes to spice things up.

I?m glad that my mental inertia continues to be a healthy one. My body acts differently now than before, such as feeling un-energetic on days I don?t exercise, or my skin feeling very refreshed when I eat more fresh fruits and veggies.

It?s been great so far, but it never stops. I?m going to continue to seek out different exercise programs and new food ideas and recipes. If you?re reading this and you?re a contestant, I hope you surpass your goals and continue to improve your health long after the challenge is over. For everyone else thinking about improving themselves, stop thinking. Just do it! I know, I?m ripping off Nike?s slogan. But you have to admit they?re on to something.

Orionid Meteor Shower Wows Weekend Stargazers

The Orionid meteor shower is raining bits of the famed Halley's Comet on Earth this weekend to the delight of stargazers around the world.

The 2012 Orionid?meteor shower peaked early Sunday (Oct. 21), with forecasters predicting up to 25 meteors an hour for patient stargazers with clear skies well away from city lights. Based on accounts sent into SPACE.com, the meteor shower did not disappoint.

In Norway, photographer Tommy Eliassen captured a spectacular view of the Orionids and Earth's dazzling northern lights.

"An Orionid meteor streaking over the sky, the aurora borealis in the northern horizon and the Milky Way over my camp," Eliassen told SPACE.com in an email from Korgfjellet, Hemnes in Norway. In Clinton Township, Mich., observer Dale Mayotte said this year's Orionid meteor display was extra special for him since he finally managed to catch a meteor on camera.

"It only took me about 700 pictures to get this one beautiful meteor, but this is the first one I have ever captured and it happened on my 38th birthday for an EXCELLENT present to myself," Mayotte told SPACE.com in an email. "Sitting in the cold for 2.5 hours was well worth this result."

The Orionid meteor shower occur every October when the Earth passes through a stream of dust left over by Halley's Comet. They appear to radiate out of the well-known constellation Orion, which is why they are called the Orionids.

The meteors flare up in brilliant displays when they streak through Earth's atmosphere at about 65 kilometers per second (that's nearly 150,000 mph), according to NASA astronomer Mitzi Adams.

Adams hosted a live web chat of the Orionid?meteor shower?late Saturday and early Sunday from NASA's Marshall Space Flight Center in Huntsville, Ala., where a camera beamed live views of the "shooting stars" display across the Internet.

Adams assured her web chat audience that there will be Orionid meteors visible in the night sky tonight night and early Monday, just not as many as at the peak time between 3 a.m. and 6 a.m. local time this morning.

The Orionids are one of two meteor showers created by Halley's Comet each year. The Earth passes through a second stream of the comet's debris in May, leading to the Eta Aquarid meteor shower.

The next major meteor shower to light up the night sky will be the annual Leonid meteor shower in mid-November. It will peak on Nov. 17.

Mayor blasts 'scandal' of Marlow subsidising High Wycombe

TAXPAYERS in Marlow will be in revolt when they realise the 'immoral' amount they are paying to effectively subsidise High Wycombe town centre, a councillor says.

Princes Risborough Mayor Gary Hall has launched an attack on the way the current system operates, claiming it is intrinsically unfair on rural residents in areas such as Marlow, Lane End and his own town.

Whilst Marlow and Risborough have town councils, High Wycombe does not.

Instead it has High Wycombe Town Committee, connected to Wycombe District Council.

Cllr Hall, independent, pointed out administration costs for Marlow Town Council, which he said does an excellent job, are about ?200,000 per year.

This is paid for by Marlow residents - but the same taxpayers are paying for High Wycombe too, he said.

Cllr Hall, speaking at a public meeting, said band D properties in Marlow and High Wycombe pay exactly the same in council tax, apart from for the precept to cover services.

Yet, he said, the ?18,000 the committee pays towards services is "virtually nothing" meaning the costs are picked up by taxpayers across the district.

Cllr Hall called this a 'scandal' and said: "The rural parts of the district are paying more council tax than they should be, and High Wycombe town is underpaying, this is immoral.

"High Wycombe is four or five times the size of Marlow, you could reasonably expect the administration costs to be pro-rata and perhaps in the region of ?1,000,000 per annum, however I am willing to be reasonable and accept that figure may be as low as ?500,000.

"Even so this would mean over a ten year period WDC might be shelling out ?10million for the administration of High Wycombe's local services while providing no such service for its parishes and this just isn't fair."

Cllr Richard Scott, representing Marlow, Conservative, said: "Cllr Hall makes a good point that in practice the residents are paying towards the administration of High Wycombe town centre, I can't argue with that, it's a fact.

"I think he's saying we (Marlow) pay twice - once for the town council and for the district so yes in theory we are subsidising High Wycombe town centre but this is part of the district council precept.

"I suspect most residents are unaware that High Wycombe doesn't have its own town council or separate precept for the centre of High Wycombe."

The committee's costs come from the district council's Democratic, Legal and Policy Service budget.

Cabinet Member Cllr Jean Teesdale, Conservative, said: "The way that the finances are worked out has been in practice for some time and is a more complex picture than has been painted. That being said, I do understand Cllr Hall?s concerns. As I said at the meeting, I will look in to the matter further."

DramaFever launches iPhone app with 13,000 hours of Asian and Spanish-language TV series

DramaFever is launching an iPhone app that gives North American users unlimited access to its TV series catalogue, the New York-based company announced today. The app is free to download, and will be ad-free during the month of October, even for non-premium users.

As you may know, DramaFever was founded in 2009 with a focus on Asian series from Korea, China, Taiwan, Japan, the Philippines, Singapore. In addition, it now also offers a few series from Argentina and Spain, following licensing deals it unveiled a few days ago during MIPCOM.

According to the online video company, its collection already amounts to?13,000 hours of content ? 12,500 from Asia and around 500 in Spanish language. New series and episodes will be added weekly, often within 48 hours of airing overseas.

Despite this short time frame, the company insists that all shows will be?professionally translated into English and Spanish for their North American audience.?As a matter of fact,?over 85% of DramaFever?s U.S. consumers watching Asian series are of non-Asian descent.

At the moment, DramaFever?s content is available via the?Android and Google TV apps it launched this summer, as well as on its website and through the deals it has closed with partners such as iTunes, Hulu and Netflix.

Its catalogue includes K-pop music shows, Japanese classics, Chinese series and telenovelas, which users can now access via DramaFever?s Airplay-enabled iPhone app. Here?s how it looks:

Astronauts Hail Skydiver Felix Baumgartner's Record-Breaking Supersonic Jump

Astronauts in the United States and Europe sent congratulations to Austrian skydiver Felix Baumgartner today (Oct. 14), showering the daredevil with praise after he broke the world record for the highest skydive during a harrowing supersonic freefall.

Baumgartner, 43, set the new record for the world's highest skydive when he jumped from an altitude of 128,097 feet (39,044 meters) ? the equivalent of just over 24 miles (39 kilometers) ?and broke the sound barrier during his long descent back to Earth. The daring supersonic jump caught the eye of professional astronauts, even if Baumgartner did not leap from the official edge of space 62 miles (100 km) up.

"Simply awesome job #Felix...now that's what I call pushing the limit!" British astronaut Tim Peake of the European Space Agency wrote via Twitter as astro_timpeake.

Baumgartner's jump, called the Red Bull Stratos mission, was sponsored by the energy drink of the same name and webcast live, with camera views from the ground and from the skydiver's capsule.?[Photos: Skydiver's Makes Record 24-Mile Supersonic Jump]

"You go Felix!!!" NASA astronaut Nicole Stott added in her own Twitter post (Astro_Nicole), which included screenshots of webcast. Later, Stott celebrated Baumgartner's safe landing: "Felix Baumgartner on the ground! 128000ft!"?

Baumgartner spent 4 minutes and 20 seconds in freefall and hit a preliminary top speed of 833 mph (1,342.8 kph), breaking the sound barrier as he hit Mach 1.24, Red Bull Stratos officials said. ?

"?I didn't feel a sonic boom because I was so busy just trying to stabilize myself," Baumgartner said in a statement after landing, adding that he went into a tough spin at the jump's beginning. "It was really a lot harder than I thought it was going to be."

Baumgartner broke the record for the world's highest skydive, longest freefall without a drogue cute, highest manned balloon flight and fastest freefall during the leap, which began with a balloon launch from Roswell, N.M.

Red Bull Stratos officials said that in addition to breaking several standing records, the project was aimed at understanding how the human body responds to the extreme environment near the edge of space.

Several NASA and ESA astronauts appeared to be following Baumgartner's skydive attempt live. Some noted that the skydiver was the fourth-highest person near Earth, beat only by the three astronauts living on the International Space Station, which orbits more than 240 miles (386 km) above the planet.

ESA astronaut Samantha Cristoforetti, an Italian Air Force officer who writes on Twitter as Astro_Samantha, repeatedly posted links to the live Red Bull Stratos webcast to ask the public (and her fellow astronauts) if they were watching. She marveled at the live views of Earth from more than 24 miles.

"Look at that! Who says technology doesn't possess beauty?" Cristoforetti wrote.

The previous skydiving record, which stood unbroken for 52 years, was set in 1960 by U.S. Air Force Capt. Joe Kittinger when he made his own stratospheric jump from an altitude of 102,800 feet (31,333 m). Kittinger served as an team advisor on the Red Bull Stratos mission, and was Baumgartner's capsule communicator during the historic supersonic skydive.

"Records are made to be broken," Kittinger said in a post-jump news conference. "And a better champion could not have been found than Felix Baumgartner."

Praise for Baumgartner's leap did not only come from individual astronauts. ESA and NASA also weighed in on the jump.

"Congratulations ? from all of us at ESA!" the European Space Agency wrote via Twitter.

"Congrats Felix Baumgartner and #spacejump team. We're working on supersonic flight for the rest of us - with a plane!" added officials at NASA's Langley Research Center in Langley, Va., which is researching future supersonic flight concepts.

Even private spaceflight companies sent congratulations to Baumgartner. The private space tourism company Virgin Galactic lauded the flight on its official Twitter account.

George Whitesides, Virgin Galactic's president (gtwhitesides), conceded that his company's SpaceShipTwo passenger spaceships will fly higher than Baumgartner when they make begin their commercial suborbital space launches, but passengers will always return home inside the spacecraft. Baumgartner's feat, Whitesides added, stands apart.

"Felix is a truly brave explorer, and his jump will benefit space exploration," Whitesides wrote.

Based on an overwhelming number of tweets declaring that the popular online retailer's site was down, attempts by several NBC News editors to access the site, and a peek at the handy-dandy DownForEveryoneOrJustMe.com, it seems that the Amazon site was either down in certain regions or sporadically timing out.?

The GREEN part of the graph is the U6 (see definitions below). The BLUE part of that graph, who knows ? completely made up statistic by someone not in the Burea of Labor Statistics (BLS).

I don?t know about you, but if people (willfully) are not looking for work ? why would you want to count them? But if you do, the BLS gives you those numbers as well.

U3: Official unemployment rate per the ILO definition occurs when people are without jobs and they have actively looked for work within the past four weeks.
U4: U3 + ?discouraged workers?, or those who have stopped looking for work because current economic conditions make them believe that no work is available for them.
U5: U4 + other ?marginally attached workers?, or ?loosely attached workers?, or those who ?would like? and are able to work, but have not looked for work recently.

NYC, rabbis clash over circumcision ritual

NEW YORK (AP) ? A group of rabbis are clashing with New York City health officials over the safety of an ancient circumcision ritual.

Three rabbis and three Jewish groups asked a federal court Thursday to block enforcement of a new regulation requiring written parental consent for a rite called "metzitzah b'peh," in Hebrew, which city health experts said can spread infection and has killed two children since 2004.

During the ritual, the person performing the circumcision attempts to cleanse the wound by sucking blood from the cut and spitting it aside.

The saliva contact puts the infant at increased risk of getting herpes simplex, a virus that is carried harmlessly by a large majority of adults but that can be deadly in newborns.

New York City's Health Department said it has documented 11 cases of the infection since 2000 among children believed to have undergone the ritual. Ten required hospitalization. Two developed brain damage. Two died.

The deaths prompted some doctors to call for the practice to be banned entirely, but the city's Board of Health adopted a compromise approach instead last month. Under the new rule, mohelim performing the circumcision would be required inform parents that the city believed the procedure was dangerous and have them sign a consent form.

No one would collect the forms, and the mohelim would be required to keep them for a year before destroying them.

In their lawsuit filed Thursday, rabbis Samuel Blum, Ahron Leiman and Shloime Eichenstein said the city had exaggerated the potential for harm and infringed on their religious freedom.

If the regulation were to take effect, rabbis "will be forced to serve as the Department's mouthpiece for dispensing opinion and 'advice' that directly undermines the required religious ritual that these mohelim regularly perform, in violation of their rights to freedom of speech and freedom of religious exercise," the suit said.

The lawsuit, joined by the Central Rabbinical Congress of the USA and Canada, Agudath Israel of America and the International Bris Association, also argued that the city's safety studies were flawed and that the procedure, when performed properly, was "very safe." It said compelling the rabbis to warn against the procedure was unconstitutional.

In a statement responding to the suit, the city's health commissioner, Dr. Thomas Farley, called the regulation "lawful, appropriate and necessary."

"The city's highest obligation is to protect its children; therefore, it is important that parents know the risks associated with the practice," he said.

Concerns about the safety of metzitzah b'peh go back to at least the mid-19th century, when most Jews abandoned or modified the rite because of concerns about its role in spreading disease. Today, most Reform, Conservative and modern Orthodox mohels use gauze, or a sterile tube, to pull blood from the wound.

The ritual is still practiced widely, however, in New York City's large population of ultra-Orthodox Jews. After the regulation was adopted in September, some rabbis vowed to ignore it, saying the government had no business regulating a religious practice.

Safety results of intra-arterial stem cell clinical trial for stroke presented

ScienceDaily (Oct. 11, 2012) ? Early results of a Phase II intra-arterial stem cell trial for ischemic stroke showed no adverse events associated with the first 10 patients, allowing investigators to expand the study to a targeted total of 100 patients.

The results were presented October 11 by Sean Savitz, M.D., professor of neurology and director of the Stroke Program at The University of Texas Health Science Center at Houston (UTHealth), at the 8th World Stroke Congress in Brasilia, Brazil.

The trial is the only randomized, double-blind, placebo-controlled intra-arterial clinical trial in the world for ischemic stroke. It is studying the safety and efficacy of a regenerative therapy developed by Aldagen Inc., a wholly-owned subsidiary of Cytomedix, Inc., that uses a patient's own bone marrow stem cells, which can be administered between 13 and 19 days post-stroke.

The therapy, called ALD-401, consists of stem cells that are identified using Aldagen's proprietary technology to isolate cells that express high levels of an enzyme that serves as a marker of stem cells. Pre-clinical studies found that these cells enhance recovery after stroke in mice. The cells are administered into the carotid artery. Patients are followed for 12 months to monitor safety and to assess mental and physical function.

"We have been approved by the Data Safety Monitoring Board (DSMB) to move the study into the next phase, which will allow us to expand the number of sites in order to complete enrollment," said Savitz, senior investigator for the multi-center study. As per the protocol for the trial, the Food and Drug Administration required a review by the DSMB prior to advancing to the next phase.

Preclinical research, including research at the UTHealth Medical School, has suggested that stem cells can promote the repair of the brain after an ischemic stroke, which is caused by a blood clot in the brain. Stroke is a leading cause of disability and the fourth-leading cause of death in the United States, according to 2008 statistics reported by the Centers for Disease Control and Prevention.

Polish PM unveils big investment plan to ease downturn

WARSAW (Reuters) - Polish Prime Minister Donald Tusk announced a big program of investment on Friday aimed at reviving the spluttering economy and shoring up support from voters worried that two decades of uninterrupted growth are coming to an end.

Tusk said he would find billions of euros for investment in energy and other infrastructure projects, while at the same time keeping a tight rein on government borrowing in Poland, eastern Europe's largest economy.

Poland has been a rare bright spot in Europe over the past few years, managing to sustain robust growth even while its neighbors slumped. But growth will slow next year to just over 2 percent, half the figure for last year.

"There is no other way for Poland than sustaining growth through investments," Tusk told parliament. "Poland has a real chance to defend economic growth."

"We will fight to ensure debt and deficit stay at safe levels," he said in his first big set-piece speech setting out the government's response to the slowdown.

Later on Friday the government won a parliamentary vote of confidence that Tusk himself had requested to slap down criticism of how he is handling the slowing economy.

Two hundred and thirty-three members of the 460-seat lower house of parliament backed Tusk in the vote, while 219 voted against him.

The vote was largely symbolic because Tusk and his coalition partner between them have a four-seat majority in parliament. Nevertheless, the zloty currency had weakened earlier, with traders citing nervousness that Tusk could lose the vote.

Investment in road-building and other infrastructure projects has driven Polish growth up to now, yet the European cash that paid for it will dip over the next two years. Borrowing to fill the gap would drive up debt and dent Poland's reputation for fiscal prudence.

The solution outlined by Tusk is to channel state-owned assets, including company shares and privatization revenue from 2014, into a special fund which will use these assets to underwrite private investment. The fund will be administered by state-controlled bank BGK.

"According to calculations ... we should create leverage for investments and credits worth around 40 billion zlotys ($12.66 billion) to 2015 and around 90 billion if we count over six years," Tusk said.

FINDING CASH

Reuters reported last week that the government was considering creation of a fund of this kind - broadly modeled on schemes already operating in Brazil and South Korea.

Under the scheme that was under consideration, the assets underwriting investment would be in a non-state vehicle and so its liabilities would not be classified as state debt, allowing the government to meet its targets for cutting borrowing.

"The prime minister managed to solve a few problems. He announced a major investment program that will underpin the economy," said Maciej Reluga, chief economist at Bank Zachodni WBK.

"At the same time, he offered a mechanism that will ensure debt and deficit levels aren't affected. Rating agencies and markets should be happy."

The plan does have drawbacks. People working on creating the fund acknowledge it could take a long time to set up. Poland needs cash right now, so the government may have to come up with other ways of getting short-term money.

The fund also involves the state taking on substantial risk. If, for example, a new power station underwritten by the fund turns out to be loss-making because of changes in EU emissions rules, the state would have to compensate investors' losses.

Poland is the only country in the EU that did not slip into recession since the start of the global financial crisis four years ago.

The global downturn is now making itself felt. Unemployment is ticking up. Offices and apartments built on a wave of confidence in Poland's "economic miracle" are now standing empty.

The slowdown has hurt Tusk's popularity, with polls showing his party had been overtaken by the opposition Law and Justice Party. Fading public support could make it harder for him to hold together his governing coalition between now and the next election in three years.

In a measure likely to please voters, Tusk announced that maternity leave would be extended and more help provided to families with children. That was met with a round of applause from lawmakers listening to the speech.

"It's a good anti-crisis and pro-family instrument," said Malgorzata Krzysztoszek, economist with the Lewiatan business lobby. "The prime minister told Poles: 'Hey, the labor market is tough but you can wait it out. Your job will be protected, go have a baby." ($1 = 3.1604 Polish zlotys)
