The Government is moving to require deep-sea oil and gas explorers to have more safety plans in place.
Energy and Resources Minister Phil Heatley told TV3's The Nation programme that he would announce in the next few weeks a change to the Crown Minerals Act to make oil and gas operators more accountable for design, installation and the monitoring of their wells.
"They will need to put up a safety case scenario of exactly what they do in every single circumstance," he said.
He said the Marsden Point oil refinery had managed the movements of oil tankers successfully for 50 years by having good safety plans.
"We're saying when it comes to deep-sea oil and gas exploration they need the same plans in place. They need to operate just like Marsden Point does, very carefully, there is a plan for every scenario."
The Government has been keen to encourage more exploration of oil and gas deposits in New Zealand but has run up against an environmental lobby.
New Zealand has 18 basins with oil and gas deposits, and only one - the Taranaki basin - had been developed, Mr Heatley said.

A fire swept through a passenger train in India, killing dozens and injuring several more. NBCNews.com's Dara Brown reports.

Updated at 10:35 a.m. ET: HYDERABAD, India -- A fire swept through a train car packed?with sleeping passengers in southern India on Monday, killing at?least 47 people and sending panicked survivors rushing for the only?clear exit once the train stopped, officials said.
Investigators found charred remains of victims still in their?sleeping berths and were struggling to identify them.
A railway station worker noticed the burning coach as the?overnight train from New Delhi to the southeastern city of Chennai?passed through the town of Nellore at about 4 a.m. local time,?official B. Sridhar said. Nellor is nearly 310 miles?south of Hyderabad, the capital of Andhra Pradesh state.
Once the alarm was raised, the train was stopped and the?passenger car detached from the rest of the train to prevent the?blaze from spreading.
The Indian Railways is a vital national transportation grid for the country's 1.2 billion people, cramming 18 million people a day on to ageing trains.
But decades of low investment, a patchy safety record and frequent delays mean India has fallen far behind China in building a network fit for Asia's third-largest economy.?

Passengers were evacuated once the train was halted.
"Since the fire had engulfed one door of the coach, people had?to rush to the other end of the coach to exit," Sridhar told The?Associated Press by telephone, speaking from the accident site.

Gold medal favourite Zhang Jike scotched suggestions that new regulations would challenge China's dominance of the Olympic table tennis tournament on Monday with an emphatic opening win.
The world champion from Qingdao outplayed a former Chinese compatriot, Bora Vang, now the world number 71 from Turkey, before dismissing the notion that China will be under more pressure in London.
A rule change restricting each nation to only two players in the singles events means China will be unable to repeat their medal monopoly from Beijing when they swept the board.
But Zhang laughed off the idea that the change could open the door to non-Chinese paddlers.
"I don't think there is more pressure," said Zhang, after his 11-8, 11-8, 11-5, 11-7 win. "I am confident that the winner will still be Chinese."
"I don't think the tournament will be lessened because there are only two Chinese players," he added.
Zhang started well against Vang, scoring well with tight little highly spun short serves, and neatly accurate backhand flicks to follow up.
Vang gambled on ambitious attacks and held Zhang to 7-7 in the first game and 6-6 in the second, but he could not stop the favourite getting away from him when it mattered.
In the third game Zhang mixed it up more, occasionally using half distance containing loops, and then switching to fierce forehand attacking topspins behind his serves.
In the fourth game he attacked consistently with beautifully rhythmic forehand loops.
"I think I played well," said Vang. "But I couldn't do more. Everyone knows the Chinese players are very strong."
Zhang may now get a tough fourth round test, as he plays Vladimir Samsonov, the 36-year-old still-effective former world number one from Belarus, with the great reach and adaptable all-round game.
Zhang's team mate, Wang Hao, twice a former Olympic medallist, had to fight hard to reach the last 16, overcoming Werner Schlager, the former world champion from Austria, 11-3, 8-11, 11-9, 11-8, 11-9.
Michael Maze, the former European champion from Denmark, also reached the fourth round, and offered a very different prognosis from that of Zhang.
"I think there is a good chance we will see one of the Chinese players lose before the final," Maze said after winning 12-10, 11-6, 11-8, 8-11, 11-3 against Greek veteran Kalinikos Kreanga.
"They play under great pressure anyway. But here on European soil and with only two players in the competition there is much more pressure on them."
Maze, who had an English father and has a Danish mother who was watching, was also cheered enthusiastically by Frederik, Crown Prince of Denmark.
His progress and his opinions were later matched by those of his fellow left-hander, Timo Boll, the former world number one from Germany who is one of the few players capable of halting the Chinese.
Boll came through in Wang Hao's half by winning 11-8, 11-5, 12-10, 12-10 against Noshad Alamiyan, the world number 77 from Iran.

A few weeks ago, nude photos began to circulate of Carly Rae Jepsen, snapshots which allegedly featured the singer brandishing her pierced nipples. As it turns out, those photos weren?t real; the images were actually of a 21-year-old Internet model who apparently has no qualms about taking her clothes off in front of the camera on a fairly regular basis. Catastrophe averted, right? Unfortunately, things only got worse from there.
On July 23rd, an alleged sex tape featuring the ?Call Me, Maybe? singer made its way online, prompting the Canadian pop star to address the leak on her Twitter page. ?Crazy morning. Across the world, in every industry, companies are scrambling to update the marketing tactics on which they?ve relied for generations. At the same time, consumers are craving engaging, relevant content that complements both their interests and their lifestyles.
The most popular search engines have responded to these demands with fundamental changes that have shaken the advertising industry?s foundation.
As marketers, publishers and business owners strive to keep up with this critical juncture in online media, two things are clear: multiplatform digital consumers are driving the future of online presentations, and long-term, positive branding hinges on a company?s ability to create personal connections with its customer base.? In other words, the future is changing around us?and we?re the ones doing the changing!
According to the Pew Research Center, the younger, hyper-connected generation is rapidly becoming dependent on mobile technology. This makes sense, as larger numbers of personal devices now come equipped with out-of-the-box networking capabilities. Users can even help to curate the material, which makes it more likely that what you?re looking at is something worth seeing.
Due to the nature of Google?s search algorithm, original content is paramount. Recycled product descriptions are now removed from the first page of search results ? or at least they?re supposed to be ? while keyword-laden and scraped articles do not attract unique and repeat visitors. Content curators who produce a diverse mix of quality blogs, videos, tweets, posts and wikis are a hot commodity in the business world right now, simply because this is exactly what consumers and readers are already looking for.
Traditional media outlets, which have suffered a steep decline in loyal readers, are experimenting (often successfully) with the aggregate, curate and create business model. The news outlets who embrace such an approach are often significantly outperforming traditional sources of information, including print weeklies, such as Time and Newsweek, cable news wire services, such as the Associated Press, and entertainment outlets, such as the Hollywood Reporter.

Sources that offer a blend of online and offline content alongside paid subscriptions and free information are flourishing. This multi-platform strategy works because it serves the varied interests of a diverse audience. The ad-supported Washington Post has experienced great success this past year by adding Trove, a free social news site that aggregates content from more than 10,000 portals. The venerated news outlet also charges for e-reader article downloads and recently launched a paid iPad app for premium political news.
This platform diversification is critical. According to the Pew Research Center?s State of the News Media 2012 report, ?mobile technology is adding to news consumption, strengthening the appeal of traditional news brands and even boosting reading of long-form journalism. The move toward mobile holds some promising options for news producers.?
The prevalence of personal communication outlets, from social media and customer review websites to blogs and videos, has created intimate channels that enable consumers to communicate in real-time. While these channels are social by nature, the end-goal is to build strong communities.
In the October 2011 blog post ?Perspectives on the Future of Community,? Vanessa DiMauro, CEO of Leader NetworksAccess, notes that ?valuable content is the single most compelling driver for participating in an online community. Content serves as the trigger to join, providing contexts for conversations between members. People come for content and stay for community.?

Platforms that provide targeted connections, like Google+ Circles, offer some control over who receives information. These gated communities assist news aggregators and curators in meeting the specialized needs of their followers.? Ultimately, it?s clear where the internet is heading: personal engagement, and personalized content. For web designers, that?s both impossible to ignore and a thrilling challenge to embrace.
To say that the popularity of streaming media is swelling is a massive understatement. YouTube currently attracts 800 million monthly visitors. This AdSense-supported website supplies a lucrative revenue stream for Google, which has more than doubled its advertisement partner ad revenue for four years straight. Businesses, from the Wall Street Journal to Disney, are leveraging the user-generated content platform by posting commercials, infomercials, product reviews as well as CEO and customer testimonials.? Customers, contrary to generations of belief that that they are there to be served, are increasingly demonstrating that they enjoy serving themselves, shaping their own experience, and having a little fun along the way.

If you find a garden you truly admire, ask the homeowner, if they have any advice they can share with you.
Use paint to your advantage when designing your landscape. From patio furniture to statues, fountains, birdhouses and even painted rocks, a fresh coat of paint in a bright shade can really brighten up individual elements in your yard. Coordinate paint colors with your favorite blossoms for a cohesive look that pops.
If you are installing lighting it is a good idea to make sure that you do not overdo it. While it is nice for walkways to be well lit, you do not want to make your yard look like everything is under a spotlight. Furthermore, make sure that it is evenly lit since having bright areas and then dark areas near one another does not look good.
Plan your landscape well. The best landscaping projects begin with proper planning. To properly plan a landscaping project begin by drawing the dimensions of the area to be landscaped to scale using graph paper. RICHMOND, Va. (AP) ? Former Atlanta Falcons safety Ray Easterling had a degenerative brain disease associated with repeated concussions when he shot himself this spring, an autopsy report concludes.
The medical examiner's report found that Easterling's brain had signs "consistent with the findings of chronic traumatic encephalopathy," a progressive degenerative disease that can be caused by multiple concussions. Easterling died of a self-inflicted gunshot wound in April. He was 62.
The autopsy report was provided Friday to The Associated Press by his widow, Mary Ann Easterling, who is among thousands of plaintiffs who have sued the NFL, claiming the league failed to properly treat players for concussions and attempted to cloak any links between the violent sport and brain injuries. The autopsy's findings were first reported by The New York Times.
"I was expecting it," Easterling said. "It verifies all of our suspicions, Ray's included."
Easterling helped lead the Falcons' stout defense in the 1970s. He played from 1972 to 1979 as a member of the "Gritz Blitz" defense in 1977 that set the NFL record for fewest points allowed in a season.
After his career, however, Easterling suffered from dementia, depression and insomnia, Mary Ann Easterling said.
"I feel affirmed and I feel at peace," she said of the autopsy report. "It made my heart hurt even more to know he suffered through that."

For much of the season the Mets played decent baseball. More significantly, though, they played fundamentally sound, team-oriented baseball and there weren?t any typical-for-the-Mets stories of discord and strife. In a decade or so when Mets fans routinely found their palm to their face for some damn reason or another, it has been a remarkably facepalm-free year.
At least until recently. The Mets, losers of six straight, are skidding and yesterday some frustration was on display:

TORONTO (AP) ? After striking out in each of his first three at bats, Yoenis Cespedes came to the plate with the bases loaded in the seventh and promptly delivered a big hit.
That's the way things are going right now for the streaking Oakland Athletics.
Cespedes broke open a close game with a three-run single and the Athletics beat the Toronto Blue Jays 7-2 Tuesday night for their season-best sixth win in a row.
"We're on a roll," left-hander Travis Blackley said. "We're enjoying the game and we expect to be able to come up big in certain situations and we're doing it over and over again."
Derek Norris hit a two-run homer and Blackley won his third straight decision as the A's improved to 15-2 in July. Oakland (52-44) is eight games over .500 for the first time since July 12, 2008.
"Just winning in itself is contagious," infielder Jemile Weeks said. "Once you get the belief that you can win, it's easier to come about finding that W."
All seven Oakland runs were scored with two outs.
"That's just perseverance, that's just going out there and being clutch," Weeks said.
Travis Snider and J.P. Arencibia each hit solo homers and Brett Lawrie had three hits for the Blue Jays, whose three-game winning streak came to an end.
Blackley (3-2) allowed one run and five hits in seven innings. The left-hander, who has not lost since June 10 at Arizona, walked one and struck out a career-best eight.
"I felt a bit like a fish out of water early, just didn't have a rhythm," Blackley said. "The cutter was disgustingly bad today, it didn't work at all. Luckily the curveball was just phenomenal today. I was able to throw it for strikes and below the zone for swings. That pretty much changed the game for me today because I really didn't hit many spots with any other pitch."
Evan Scribner worked the eighth and Jim Miller gave up Arencibia's 16th homer in the ninth.
Brett Cecil (2-3) allowed two runs and five hits in six innings and has won just once in his past six starts.
"Brett used his changeup, his curveball and his cutter in to right-handers and had a number of batters off-balance," Blue Jays manager John Farrell said.
Cecil has allowed at least one home run in all seven of his starts this season, and 15 of his past 18 overall.
The Athletics put the game away with a five-run outburst in the seventh. Brandon Hicks doubled and Weeks chased reliever Chad Beck with an RBI triple. J.A. Happ came on immediately gave up an RBI double to Coco Crisp, then walked Jonny Gomes.
After a double steal, Josh Reddick walked to load the bases for Cespedes, who had struck out swinging three times. On Happ's 3-2 pitch, Cespedes snapped an 0 for 8 slump by lining a bases-clearing single to center.
Cespedes has at least one hit in 10 of his past 11 games and has 16 RBIs in that span. He's batting .487 (19 for 39) in 10 games since the All-Star break.
"He's a tough kid, he doesn't get down on himself," Athletics manager Bob Melvin said of Cespedes. "I've often said that. He'll get upset with himself and you can see he kind of wears it on his sleeve sometimes but he goes up there with more conviction the next time."
Happ was making his Rogers Centre debut after being acquired in Friday's 10-player trade with Houston but failed to make a good impression on his new fans.
"We were in this game, we were battling and I took us right out of it so it's not a good feeling," Happ said.
Oakland opened the scoring in the second when Brandon Inge reached on a two-out single and Norris hit Cecil's next pitch into the second deck in left, his third homer of the season.
The Blue Jays answered in the third on a leadoff homer by Snider, his second. Snider also connected in Sunday's 15-7 victory at Boston.

STATE COLLEGE, Pa. -- A potential exodus of star athletes. No hope of playing in the postseason. More than a decade of accomplishments erased from the record books. And Joe Paterno's legacy in shreds.
Penn State football, a longtime powerhouse that was once one of the cleanest, most admired programs in college sports, escaped the so-called death penalty from the NCAA on Monday but was dealt a heavy blow that will cripple it for years to come.
The university agreed to an unprecedented $60 million fine, a four-year ban from postseason play and a cut in the number of football scholarships it can award - the price it will pay for having looked the other way while Jerry Sandusky brought boys onto campus and molested them.
The NCAA also erased 14 years of victories, wiping out 111 of Paterno's wins and stripping him of his standing as the most successful coach in the history of big-time college football.
"Football will never again be placed ahead of educating, nurturing and protecting young people," NCAA President Mark Emmert declared.
Penn State meekly accepted its punishment, pledging to hold itself to high standards of honesty and integrity.
Penn State spokesman David La Torre said university President Rodney Erickson had no choice but to acquiesce, given the threat of a total shutdown of the football program.
"It was clear Penn State faced an alternative - a long-term death penalty and additional sanctions for the program, university and whole community. Given the situation, he believed the sanctions offered and accepted was the appropriate and course of action," La Torre said.
At a student union on campus, several dozen alumni and students gasped, groaned and whistled as they watched Emmert's news conference. The news was a crushing blow to many students.
Nicole Lord, a senior, questioned why Penn State's student body, and especially its athletes, should be punished "for the wrongs of three men and a monster."
"They keep breaking our hearts and breaking our hearts and breaking our hearts," she said.
Sandusky, a former member of Paterno's coaching staff, was found guilty in June of sexually abusing 10 boys over 15 years, sometimes on campus. An investigation commissioned by the school and released July 12 found that Paterno, who died of lung cancer in January at age 85, and three other top officials at Penn State concealed accusations against Sandusky for fear of bad publicity.
The NCAA's punishment was announced a day after the school took down a statue of Paterno that stood outside Beaver Stadium.
The sanctions will make it difficult for the Nittany Lions to compete at the sport's highest level. Raising the specter of an exodus of athletes, the NCAA said current or incoming football players are free to immediately transfer and compete at another school.
For a university that always claimed to hold itself to a higher standard - for decades, Paterno preached "success with honor" - Monday's announcement completed a stunning fall from grace.
Paterno's family said in a statement that the sanctions "defame the legacy and contributions of a great coach and educator."
"This is not a fair or thoughtful action; it is a panicked response to the public's understandable revulsion at what Sandusky did," the family said.
Emmert said the penalties reflect "the magnitude of these terrible acts" and also "ensure that Penn State will rebuild an athletic culture that went horribly awry."
He said the NCAA considered imposing the death penalty, or a complete shutdown of football for a season or more, but worried about the collateral damage.
"Suspension of the football program would bring with it significant unintended harm to many who had nothing to do with this case," Emmert said. "The sanctions we have crafted are more focused and impactful than that blanket penalty."
Gov. Tom Corbett expressed gratitude that Penn State escaped the death penalty, saying it would have had a "severe detrimental impact on the citizens of State College, Centre County and the entire commonwealth of Pennsylvania."
A drop-off in attendance and revenue could damage both the university, where the football team is a moneymaker that subsidizes other sports, and much of central Pennsylvania, where Saturday afternoon football at Penn State is an important part of the economy.
But given Penn State's famously ardent fans and generous benefactors, the precise economic impact on Penn State and Happy Valley, as the surrounding area is known, remains unclear.
First-year coach Bill O'Brien, who was hired to replace Paterno, will have the daunting task of trying to keep players from fleeing the program while luring new recruits.
"I knew when I accepted the position that there would be tough times ahead," O'Brien said.
Already, at least one recruit, Ross Douglas, a defensive back from Avon, Ohio, backed out of his commitment. Douglas told Rivals.com on Monday: "We prepared ourselves for it, and today was just the icing on the cake. I love Penn State to death, but I have to do what's best for me, and I'm going to look elsewhere."
Separately, the Big Ten announced that Penn State will not be allowed to share in the conference's bowl revenue during the NCAA's postseason ban, an estimated loss of about $13 million.
Emmert fast-tracked the penalties rather than go through the usual circuitous series of investigations and hearings.
The NCAA said the $60 million fine is equivalent to the annual gross revenue of the football program. The money will go toward outside programs devoted to preventing child sexual abuse or assisting victims.
Penn State said it will pay the fine in five annual installments of $12 million. The governor demanded assurances from Penn State that taxpayer money will not be used to pay the fine; Penn State said it will cover it with its athletics reserve fund and capital maintenance budget and, if necessary, borrow money.
By throwing out all Penn State victories from 1998 to 2011, the NCAA stripped Paterno of the top spot in the record book. The governing body went all the way back to 1998 because, according to the investigative report, that is the year Paterno and other Penn State officials first learned of an allegation against Sandusky.
Former Florida State coach Bobby Bowden will replace Paterno with 377 major-college victories, while Paterno will be credited with 298.
"I didn't want it to happen like this," Bowden said. "Wish I could have earned it, but that's the way it is."
Penn State will also lose 20 scholarships a year for four years. Major college football programs are normally allowed 85 scholarship players per year.
The postseason ban is the longest handed out by the NCAA since it gave a four-year punishment to Indiana football in 1960.
Penn State players left a team meeting on campus in State College without talking to reporters. Penn State's season starts Sept. 1 at home against Ohio University.
"Our heritage, our legacy has been tainted and damaged," said Troy Cromwell, a wide receiver on the 1986 team that won the second of Paterno's two national championships. Cromwell said he felt bad for current and incoming players, "but at the end of the day, there were still those kids, those poor kids, and those victims, and we have to think about them first in everything that we do."
The harshest penalty handed out to a football program came in the 1980s, when the NCAA shut down Southern Methodist University's team for a year. SMU football has never gotten back to the level of success it had before getting the death penalty.
Jim Delany, commissioner of the Big Ten conference, said he believes Penn State is capable of bouncing back. "I do have a strong sense that many of the ingredients of success are still at Penn State and will be there in future years," he said.
